Non-Emergency Transportation
Non-emergency medical transportation (NEMT) is often considered
the most critical link to healthcare access. Not all federal
medical programs fund non-emergency transportation. Medicare,
for example, funds ambulance trips only.
Medicaid, however, began funding NEMT in the 1970s. Medicaid is a partnership between the federal and state governments.
While the federal regulations are part of the Social Security
Act, the legislation gives states wide latitude in how they
administer this program. Therefore, each state provides Medicaid
services and related NEMT differently. A valuable resource
is your state's Medicaid transportation representative who
can explain your state's specific information.
Transportation Resources
The Access Board is an independent Federal agency devoted to accessibility for people with disabilities. Created in 1973 to ensure access to federally funded facilities, the Board is now a leading source of information on accessible design. The Board develops and maintains design criteria for the built environment, transit vehicles, telecommunications equipment, and for electronic and information technology. It also provides technical assistance and training on these requirements and on accessible design and continues to enforce accessibility standards that cover federally funded facilities.

Project ACTION (Accessible Community Transportation in
Our Nation) is a resource of Easter Seals in cooperation
with the Federal Transit Administration and the US Department
of Transportation. Project ACTION has established a database
of accessible transportation throughout the nation, which includes
urban public transit operators, rural public transit operators,
accessible van rental companies, private bus/tour companies
with accessible vehicles, accessible taxis, airport transportation,
hotel-motel shuttles, and national toll-free numbers for domestic
airlines, Greyhound Intercity Services, Amtrak, and accessible
car rentals.

The Federal Transit Administration's
(FTA) Office of Civil Rights has a toll-free assistance line
for questions about public transportation for persons with
disabilities The ADA assistance line is 866.525.5561.
US Department of Transportation (DOT) Disability
Hotline (800.778.4838) is the vehicle within the Aviation
Consumer Protection Division for airline disability-related
problems, including infractions of your rights to travel,
where you believe that you have been discriminated against,
etc. This is also a hotline for travelers with disabilities and
for those with disabilities who are traveling with their guide
dogs, hearing dogs, and service dogs.
Assistance Dogs International, Inc. (ADI) is a coalition of not-for-profit organizations that train and place Assistance Dogs. The purpose of ADI is to improve the areas of training, placement, and utilization of Assistance Dogs as well as staff and volunteer education.
